California plans perc phase-out

Staff at the CARB are working on amendments to the Air Toxics Control Measure which are likely to go before the board early next year. An earlier proposal to allow perc to be used indefinitely in many locations was rejected by the board at a hearing in May this year.

The latest proposals being considered are:

No new installations of perc machines beginning 1 January, 2008;

Perc machines would have to be removed from co-residential facilities by 1 July, 2010; all converted perc machines would have to be removed by the same date;

All other perc machines removed by the beginning of 1 July, 2010, when they become 15 years old;

And all perc machines to be removed from service in California by 1 January, 2023.

Perc manufacturers and distributors would have to keep monthly records of perc sales and purchases and report annual amounts of perc and recycled perc sold to California cleaners.

The CARB estimates the statewide cost of the draft regulation at about US$39million.

The amendments to the ATCM will be available on 8 December 2006 for a 45-day formal public review before the board officially considers the proposals, probably on 26 or 27 January 2007.
